From 1st July 1998 it became a requirement under the Welfare of Animals (Transport) Order (WATO) 1997, for
“…anyone who transports cattle, sheep, pigs, goats or horses on journeys of 8 hours or more, to entrust animals only to the care of staff who have demonstrated that they are qualified to handle, transport, care for and safeguard the welfare of the animals”.
This Award has been approved by DEFRA for the assessment of the fifteen operator competences listed in the WATO Guidance Notes.
WATO includes those in the industry who are self employed, including independent livestock hauliers and farmers having their own stock.
Livestock Farm Assurance Schemes and supermarkets are increasingly requiring that all livestock within their scheme are transported only by drivers who have achieved the Certificate of Competence.
The Assessment
The assessment is divided in to three compulsory units and one optional unit.
A candidate must hold the relevant Department of Transport Driving License if they are to drive a livestock transporter vehicle on the road whilst undertaking the assessment activities in unit 4.

The Safe Use of Sheep Dips

Chemicals used to prevent and treat sheep scab and other parasites are potentially hazardous. It is essential that in order to protect the health of the operator, the sheep and to minimise environmental pollution, the process of sheep dipping is carried out correctly and safely.
The Certificate of Competence was designed specifically to meet the legal requirements applying to the purchase and use of sheep dips. It provides evidence that the certificate holder understands and can comply with the responsibilities imposed by the legislation.
Modules in the Award
Part 1 Verbal Assessment
Carried out on a one Candidate to one Assessor basis using oral questions in the vicinity of a sheep dip, plus a practical assessment of adding concentrate chemical to the dip.
Part 2 Written Paper
Assessment of the fundamental job related knowledge which candidates are required to have in relation to the safe use of sheep dips before, during and after dipping.
Part 3 Practical Test
A practical assessment of the candidate's ability to use, store and dispose of sheep dips safely. They will be advised by the Assessment Centre of the time, date and place when the assessment will be conducted. It will take the form of a ‘practical test' and will involve the dipping of sheep.
Assessment of Part 1 and Part 2 is available on a year round basis.
Assessment of Part 3 may only be undertaken during accepted dipping seasons.
Vertebrate Pest Control

This is a nationally recognised accredited qualification which aims to demonstrate and assess the competence of the operator to safely and correctly control rats, mice, rabbits, grey squirrels and moles using a variety of techniques including poisons.
The Assessment
The Assessment includes recognition of damage caused by a specific pest, typical habitats, nature and source of pest infestation at a particular site, carrying out a risk assessment and demonstration of a variety of control of methods. The Assessment is divided into five compulsory units:
Unit 1 – Reasons for controlling vertebrate pests and responsibilities under legislation.
Unit 2 – Characteristics of chosen species.
Unit 3 – Site survey.
Unit 4 - Control methods
Unit 5 – Application of Hazardous Substances for Vertibrate Pest Control. |
